In downtown Annapolis, local businesses piled up sandbags in preparation for Tropical Storm Hanna, expected to bring heavy wind, torrential rain and high water. It is the first such storm to menace the state since Ernesto in 2006. Forecasters warned of winds in excess of 40 mph, with 4 to 7 inches of rain, 3 to 5 feet of storm surge and "battering waves" before Hanna races off to the Northeast Saturday night.
